An investigation into their transactions has found that some parts of the money have been transferred from other countries but most of it has been transferred between the suspects.Acting Commissioner-General of the Royal Thai Police Pol.Gen.Prawut Thawonsiri said police officers had not yet arrested Yongyut Phopkaeo, a.k.a. Od Phayungwong who was another suspect, but they had already met with Od’s mother. Note to police: you don't have to confirm whether the two are guilty in order to arrest them. You're allowed to arrest them under suspicion of committing a crime, ....and then confirm later, at a criminal trial, whether or not they're guilty as charged. Also: the new police chief, similar to the recently retired police chief have both been actively involved in skewing evidence in the KT murder trial at Samui, in order to shield the real perps from any scrutiny. For no other reason than that, both former and current police chiefs should recuse themselves from being involved with any criminal investigations - as they've both proven how wrong they can be. The standard to arrest as I know it is "probable cause " which is a must higher standard than 'suspicion". You need a credible reason based on facts and evidence to support the charge. If you have the 'probable cause', first seeking a warrant is the preferred action to take; as the Thai police seem to be doing. If a special time constraint or other exigent circumstance exists, a probable cause arrest may be made, a warrant then sought as soon as possible. Arresting for "Suspicion of.........?" was denied decades ago. At least this is how it is where I worked, You may be totally correct as it applies elsewhere and why I ask where you get, and how you support, your information for your "Note to police:" ? Evidently, progress consists of: - no suspects arrested - not determining if men in Malaysia are suspects - talking to a suspect's mother - preventing future bombings by "observing the situation" We can all sleep soundly tonight.
