I am a Pakistani national, and currently residing in Malaysia on a Student pass. I would like to apply for tourist visa in order to attend a conference in Krabi in December. As per past suggestions here in this forum, I am planning to go to Thai Consulate in Penang to apply for Visa. However, I am confused regarding few question. I hope, any of you could help me with them:

1. Does an applicant from any of the listed countries (which include Pakistan) should have Permanent Residence in Malaysia? As according to the attachment (which I retrieve from here) state that the applicant should reside in Malaysia for 6 months to an year on a student/work/marriage pass. And I have been residing here for around 2 years. However, one of my Pakistani friend who residing here on work permit for 2 years as well, been rejected from KL embassy due to the PR issue. Can anyone clarify on this matter regarding the listed countries?

2. Does it compulsory to submit confirmed air ticket, and hotel booking with the visa application? (it is included in the list of required document on Thai embassy website)

You must be able to satisfy the requirements of the Thai Embassy/Consulate when applying for a visa.

Looking at the requirements is clear that the Malaysian Thai Embassy/Consulate require any applicant from a listed country to have obtained Permanent Residence in Malaysia before a visa application will be accepted or processed.

As the requirements include having a confirmed airline ticket and hotel booking then those requirements must be met and are "compulsory"

The best advice I can give is for you to discuss these issues directly either with the Embassy or the Penang Consulate.
