Noticed on the latest (from Sydney consulate) Non Immigrant "O" Multi entry it does not have "Date of Expiry" as per the previous ones - In the space where the above "Date of Expiry" appeared it now has "Enter Before" the date inserted is certainly one year hence but why the change in wording??

Maybe it's to accomodate the new regulations No expiry date but expectation of yearly extensions! if this is the case it indicates how long the current changes have been in the wind - Visa issued in Sydney on 5 June 2006.

It may have been changed to avoid confusion. "Enter Before" is less ambiguous the "Date of Expiry". The latter could be interpreted to mean that the stamped date is the last day the visa holder can stay in Thailand (and judging by some of the posts seen over the years, this indeed often occurs).
