That would be seen as politically incorrect and possibly racist. Maybe the police were just 'reaching out', in the interests of being an 'inclusive society'? It's an ideology rooted in a fundamentalist reading of a major world religion. This would be easier to deal with if it was just a mental health issue. It's much more insidious than that.
