Whilst not being an knowledgeable about this matter I believe PR depends on the applicant being continuously employed by a Thai company, paying taxes and meeting a pre required income.

I do not believe there is a special pathway leading to PR for "experts".

No -- but try applying for residency as an 'expert' without one and see what happens

Did you by chance read this in the document.

3.4 Qualification of applicant who applied as expert.

1) Graduated at least Bachelor Degree and possesses special ability that is needed and benefit to this country and

2) Be supported and officially certified by the authority concerned and

3) Certifying letter pertaining to the applicant’s service in such position indicating, up to the date of application submission, a period of at least 3 consecutive years in the service is required

Yes -- and I believe I said in my post #7 above 'generally'. If you have a PhD you are considered an 'expert'. If you do not have a PhD, you have to convince them as to why, other than that you do not have a PhD, you are an 'expert'. If you deal with places like the United Nations, they will almost never refer to someone as an 'expert' who does not have a PhD.

However, in what experience I have in UN and other diplomatic circles, when someone uses the term 'expert' as in a study prepared by an 'expert', they are almost always referring to someone with a PhD. And that the requirements for the expert residency state that the applicant must AT LEAST have a Bachelor Degree, indicates to me that they are looking for more than just a Bachelor.

Yes i agree with PhD but please understand that there are profession that allows you to call yourself expert even if you dont have PhD, also thai law dont mention that you need to have PhD to get expert, I think they are aware of these other professions

Indeed -- but, based upon the way the regulations are written, it will take greater effort on your part to convince those that would grant the residency that you are an 'expert' without a PhD than with a PhD.

So if, let's say, you are claiming to be an 'expert' in welding and you have a PhD in Metallurgy from MIT, the 'certifying authority' can say: Hey -- he's got a PhD in Metallurgy from MIT.

Whereas -- if you do not have a PhD in Metallurgy, the certifying authority will have to explain why he is an 'expert'' in welding otherwise than having a PhD in Metallurgy.

However, if you go up to my original comment, all I said was that in international circles, the term 'expert' generally refers to somebody with a PhD. And it went downhill from there.
