Long time since i had to post here but always helpful and straightforward I have a friend visiting he only wants to extend his 30 tourist visa to the 3 month tourist visa...possible? or does he just have to settle for 3 - 30 day option? thanks guys

There is no 30 day tourist visa so your friend seems to be here on visa exempt stamp and that can not be converted into a tourist visa AFAIK. What they could do is visit a Consulate and obtain a tourist visa and return on that. If not they will be allowed to stay up to 90 days total using what they currently have and making exits/returns.
