If not, and if he has not been found guilty of any offense by a court of law, he should be free to travel, whether the general likes him or not. Why is that so difficult to understand?

Clear human rights abuse. Playground stuff. The answer should be yes, but unfortunately the answer is no.The passport is not owned the the holder. It's owned by the issuing country. He seems to exhibit symptoms of one or more illnesses: 1. Dissociative identity disorder, "a neurosis in which the personality becomes dissociated into two or more distinct parts each of which becomes dominant and controls behavior from time to time to the exclusion of the other parts." 2. Bipolar disorder (aka manic depressive illness), "a serious medical illness that causes shifts in mood, energy, and ability to function." 3. Alzheimer's disease known for dementia and memory loss. For the sake of national and personal security, he needs to consider taking a long vacation or seek the healing calm of a monastery.
