Hello all, I am currently part way through my application for said visa, having submitted the papers this morning at the Thai Consulate, thing is, I have not paid the 1,000 baht application fee yet. Should I have paid up before leaving the consulate this morning or do I just pay tomorrow before (hopefully) collecting my passport with new SETV visa in it?

At Vientiane these days, you pay when collecting your passport and visa. They, nicely, do not charge before confirming the visa will be issued. In the unlikely event that the application is rejected, they return the passport with no charge.
