Governmental Investment Plan Unveiled

HUA HIN -- The plan for land expropriation in 2016 throughout the country has now been announced.

The Treasury Department of Thailand has announced a new pricing format for land assessment to be used in the next 4 years (from the auditing period of 2016 to 2019). International standards and rules will also be applied to evaluate and analyze the property value, in comparison with the current market price, income and capital calculations. Crucial factors will be taken into consideration, namely physical conditions of the property, utility, location, environmental quality, transportation, infrastructure, legal limitation and economic growth. According to the Action Plan of the Transport Ministry currently formulated by the cabinet of the Prime Minister Gen. Prayuth Chan-o-cha, the government would like to realise 20 big projects that integrate the land-railwaywater-and-air transport together. The land expropriation for the projects will cost over 88,980 million Baht this year.

The First Plan: Clearing of Areas for New Metro

To begin with the so-call “multi-color metro”, with 6 new lines to be built, the land expropriation will cost over 47 million Baht. Four of the lines, belonging to the Mass Transit Railway of Thailand, will have over 129 kilometres where 103 metro stations are to be constructed.

Green Line Moh Chit – Khu Lhot

18.4 kilometres of line will be constructed on an area where 275 houses and buildings are situated. People in the area will receive a total of 7,863 million Baht for land expropriation. The new metro line will connect the BTS Moh Chit station, passing along Phaholyothin Road to Lad Prao, Ratchayothin, Kaset, Lak Si, Ying Charoen Market, Lam Lukka Road until Rang Sit Khlong 2. This new metro line will consist of 16 stations: Lad Prao, Phaholyothin 24, Ratchayothin. Sena Nikhom, Kasetsart University, Foresty Department, Bang Bua, Military Base Division 11, War Phra Sri Mahathat, Lak Si Monument, Sai Yud, Saphan Mai, Bhumibhol Adulyadej Hospital, Air Force Military Museum, Kilometer 25 and Khu Khot.

Orange Line 12 Kilometres

The orange metro line, which will be constructed on 21.2 kilometres and 12.2 kilometres underground, will start from Thailand Cultural Center to Rama 9 Road, Ramkhamkaeng, Lam Salee Intersection, Kanchana Bhisek and Suwinthawong. 594 plots of land and 222 buildings need to be expropriated, worth over 9 billion Baht. There are 17 stations: Thailand Cultural Center, MTR Headquarters, Pradit Manutham, Ramkhamhaeng 12, Ramkhamhaeng University, Rajamangala, Hua Mak, Lam Salee, Sri Burapha, Khlong Ban Ma, Sammakorn, Nom Klao, Rat Pattana, Meen Pattana, Keha Ramkhamhaeng, Mean Buri and Suwinthawong.

Yellow Metro

From Lad Prao to Sam Rong The 30.4-kilometre yellow line metro from Lad Prao to Sam Rong will cost 6,013 million Baht for land expropriation from all residents throughout the areas. The underground will connect Ratchadaphisek Road to Lad Prao. It will pass the Bang Kapi intersection through Sri Nakarin Road, Pattanakarn, Sri Nuch, Sri U-Dom, Sri Iam, La Sal, Sri Thepha Intersection until Sam Rong. 184 buildings have to be expropriated to construct the metro line consisting of 23 stations.

Pink Line – 280 Rai Land

To successfully construct the Pink Line metro, 280 Rai of land needs to be bought from the people living in the areas of Kae Rai to Meen Buri. The 34.5 kilometre metro line will cost 6,846 million Baht for land expropriation. It will connect the Purple Line metro, starting from Tiwanont Road to Meen Buri. There are a total of 30 metro stations: Nonthaburi Public Office Center, Kae Rai, Sanam Bin Nam, Samakkhi, Pak Kred Irrigation Department, Pak Kred, Chaeng Wattana-Pak Kred 28, Muang Thong Thani Sri Rach, Muang Thong 1, TOT Public Office Center, Lak Si, Phra Nakhon Rajabhat University, Lak Si Roundabout, Ram Inthra 3, Lad Pra Khao, Ram Inthra 31, Maiyalap, Watcharaphol, Ram Inthra 40, Khu Bon, Ram Inthra 83, Fashion Island, Noppharat Ratchathani, Bang Chan, Setthabut Bamphen, Meen Buri Market, and Rom Klao Intersection, where the Orange Line is located.

Purple Line Metro

There are two Purple Lines. The first one is called, South Purple Line, will start from Tao Pun to Ratburana with a total of 23.6 kilometres. It costs 16,803 million Baht for land expropriation.

The South Purple Line will link to Tao Pun Station. Then, it will access Sam Sen Road to the new Thai Parliament, Rajini Bon School, Irrigation Department, Wajira Hospital, National Library, Bang Lamphu Canal, Phra Sumen Road, Wat Boworniwet Temple, Phan Fah Road, Ratchadamnern Klang Avenue, Mahachai Road, Wat Ratchanaddaram Temple, Chak Petch Road, Pracha Thipok Road, Ban Khaek Intersection, Somdet Phrachao Taksin Road, Suk Sawad Road, Pracha U-Thit Road, Ratburana Road, and Kharu Nai. There are a total of 17 stations within this line. The Light Red Metro Line will connect Bang Sue, Phaya Thai, Makkasan, and Hua Mak, while the Dark Red will begin from Bang Sue to Hua Lamphong. They cover 21.76 kilometres and cost 191.92 million Baht for expropriation of lands and 1,040 houses and buildings in the areas of Hua Lamphong to Mahanak Canal, 238 houses and buildings from Yommarat to Rama VI Road, 375 houses and buildings on Rama Vi Road to Phaya Thai, 136 houses and buildings on Phaya Thai to Ratchaprarop.

The Second Plan: Land Expropriation for Double Railway Trains

In 2016, authorities may carry out land expropriation for the project of 6 double railway trains which covers over 903 kilometres and consists of 137 train stations. The State Railway of Thailand (SRT) will pay 1,199 million Baht for land expropriation of an additional 934 Rai of land The eastern railway line, Chachoeng Sao-Khlong 19-Kaeng Khoi, will cover 106 kilometres. 119 Rai will need to be expropriated by the government. This line consists of 7 train stations that parallel with the existing railway line. It will pass Aranya Prathet, Muang District and Bang Nam Priew District in Chachoeng Sao, Ong Kha Rak and Ban Na Districts in Nakhon Nayok, Wihan Daeng, Muang and Kaeng Khoi Districts in Saraburi.

What will Happen in Hua Hin?

Land Expropriation will cover 169 kilometres from Nakhon Pathom, Ratchaburi, Phetchaburi and Prachuab Khirikhan. In Phetchaburi, 24-Rai land worth 338 million Baht will be expropriated to construct the new double railway. 31 new train stations will be in 4 provinces: Nakhon Pathom, Sanam Chan Palace, Phrong Madua, Khlong Bangtarn, Nong Pladuk Junction, Ban Pong, Nakhon Chum, Khlong Ta Khot, Photharam, Jed Samean, Ban Kluay, Ratchaburi Bridge, Ratchaburi, Ban Khu Bua, Bo Ta Khro, Ban Pa Kai, Pak Tho, Huay Rong, Bang Khem, Khao Yoi, Nong Plalai, Bang Chak, Phetchaburi, Khao Thamon, Nong Mai Lueng, Nong Jok, Nong Sala, Ban Cha-Am Nua, Huay Sai Tai and Hua Hin. In Prachuab Khirikhan and Chumphon, land expropriation will take place in 204 Rai of land worth 118.45 million Baht.

20 new train stations will be built: Prachuab Khirikhan, Wa Ko, Wang Duan, Huay Yang, Thab Sakae, Khok Tahom, Ban Krud, Na Phak Khuang, Bang Saphan Yai, Chamuang, Bang Saphan Noi, Huay Sak, Khao Chairat, Mab Amarit, Khlong Wang Chang, Pa Tew, Ban Khok Ma, Saphleena, Cha-Ang and Chomphon. There will also be a new high-speed train from Bangkok to Hua Hin, covering 209 kilometres in 5 provinces. Lands will be expropriated will cost of over 5 billion Baht. The railway will start at the Bang Sue station in Bangkok to Nakhon Pathom, Phetchaburi and will arrive the terminal in Boh Fai, Hua Hin.

Why is the Prayut government in such a rush with its 4-year, 5-year, 10-year and 20-year funding plans when a new government will supposedly be elected in 2017?

The new government might have a different set of priorities. Maybe Meechai will put all Prayut's plans in the draft constitution so no one can change them. Can't have an elected government decide for the People when the military has alrady decided their future.

The most common scam in land expropriation is for officials to be informed of the land affected well in advance. This opens opportunities for early private purchases before the government action is publicized. Profits from resale to the government are lucrative.

Not that this would happen in Thailand, where major projects are so transparent (cough, cough).
