Yes I think that has to do with food safety and relates here for small uncontrolled stalls, and not for controlled industrial mass production.

The operative word here is "pre mixed".

It should also be for 'controlled industrial mass production', or for nobody, the text is actually quite, very, clear!

Or do you mean mega-companies, like for instance some called Siam Winery producing the 'Spy' cooler and the 'Montclair' (pseudo-)'wine' (read the text on the cubies) with its cheap (customs and excise rights) orange 'fruitwine' label, the owners of are by the way one of the country's top-rich families (Red Bull...), should have more rights (as, alas, much too usual in the LoS...)?

For sure a lot more easy, and a lot less 'risky', for that 'master boozebuster' to make a photo-op with some small guy in his tiny stall at a some night-market or so than to have the courage(!) to go, for instance, confront one of the most 'influential' families in one of its, 'bordering'(?) illegality here, very, lucrative businesses isn't it...?

(Try to find info about a Thai professional association regrouping/representing a large number of wine producers/importers/wholesalers. When you search well enough, you will discover, erm, some company was not a member of it, or at least not an active one, until members, exclusively busy with, real, wine, wanted to start a legal action, for dishonest competition and different other abuses, against 'the fruitwines', presented as wine 'tout court', and what happened next...)

(As a former 'bonded stores operator', I'd add that, IMO, it is not difficult in this case to make out what was there first, the egg or the chicken. As it seems credible that before investing in a large operation, happening under bonds, the mixing of dirt cheap 'wine', possibly in powder form, with basic grape, and eventual other fruit, juice, some kind of an 'agreement' was, possibly, 'sought for' with the customs and excise dept., to make sure everything would go smooth, the rest of the story eventually belonging to what I'd call the main cancer of this coutry...)
