It appears that Udon Thani did not want to process a "conversion", giving you the initial 90-day non immigrant entry. Quite a few offices seem reluctant, unless provided financial incentives to do so. However, they were lying when they told you getting the visa outside Thailand was the only option.

Did you attempt to use an income-letter or combination of income+bank-money, in place of 800K, and this was rejected by Udon Thani?  If so, we can add it to the list of Immigration-Offices with made-up rules for Conversions.

He did not mention when that happened. It could of been before Udon Thani immigration could do them.

I share your sentiments with regard to Thailand shooting itself in the foot via its immigration rules, by making it difficult for self-funded foreigners to remain in the country.  Because of these rules, I never planned to stay here longer-term - until I met my wife.  But there are other aspects of Thailand (food, culture, infrastructure) which make it more appealing than Cambodia.

The website of the consulate in Vientiane indicates they will still accept the letter from the US consulate as proof of income, when applying for a non-O for retirement purposes.  Does anybody know if this is correct?

Yes that is correct.

But they also require a medical and police clearance.

Savannakhet will do one with only the income affidavit from the embassy.
