I see this a lot, but what does it mean, the don't republish more than 3 paragraphs bit? Moreover it is usually next to a bunch of links to social media.

If you click a link to say Facebook and there is more than 3 paragraphs what then?

Not only that but this is a new type of copyright notice to me, does it have any weight?

If things are on a public forum are they not in the public domain?

The more important question is: Where does ThaiVisa take their information? I know for a fact that at least some of them are mere translations from Thai language publications, sometimes even using the same spelling errors (in names, for example). Adding a copyright notice to copied content has a somewhat weird taste to me.

It is the allowance that Thaivisa specifies under fair use laws for the forum content.

does Thai Visa own khaosedenglish? it seems like all of those articles come with the warning that the material is protected by copyright from Thai Visa but the material is exactly the same as on the khaosedenglish website cut and pasted.

It's standard copyright behaviour regardless the source.
