Best place is the main passport office at Chaeng Wattana in BKK.

I think it takes 48 hours and costs approx 1000 baht.

Ruds, is she older than 20? if not you need parental signatures

She may also apply for a passport from any one of the passport offices.

All done and dusted in 5 hours, get there early in the morning.

If you come from the east coast for example Chonburi/Pattaya etc., the number 2.) in the above link would be the nearest place. But no guarantee in the same day - our experience.
