He probably said it with a straight face.

Immigration offices recycle papers with other peoples details on the back.

So nothing is secure.

That's why so many people grass each other so quick once apprehended for any crime. Always secure in the knowledge everything is secret??

The other one was displaying the humour.

The reason is that they do not have the expertise to set up a secure fully automated networked online database at immigration. They use Mickey Mouse website creators and database installation companies at cheap rates. So what do people expect?

This is why in Thailand I don`t have my main bank accounts accessible online and try to keep to using my bank branches for business as much as possible where the staff know me. That`s about all we can do.
