Is it possible still ?

If yes -

I have limited time (10 days in Thailand) - is that enough time?

Also

What forms and paper work is needed for this ?

I have all papers ready for a trip to Penang for the Visa, but if it can be done in Phuket why go there !

You cannot convert to a multiple entry non-o visa anywhere in the country. If you had all the supporting documents and financial proof you could apply for a 90 day non immigrant visa entry at immigration in Bangkok.

Can i do the same for retirement. I have to leave the country the 30 and wait to turn 50 the 4 may and apply for a non o visa in Laos. But if i make a border run and traveling down to BKK. Can i then get a non o 90 days to based on retirement.

I will love to travel to BKK instead of Vientiane

If you have at least 15 days remaining of your permission to stay, an application can be made in BKK for the conversion of an entry gained by way of visa exemption or Tourist visa, to a non "O" entry. It would be necessary to demonstrate the financial requirements for an extension of stay based on retirement were in place.

And it takes 2 trips to Bangkok immigration 15 days apart to get the visa/entry stamps.
