We have been spending time in a small Moobhan close to Sukothai and have seen the army water tankers mobilised, supposedly to ease the water crisis in that area. We saw the tankers parked up for a photo shoot and parked up in several areas. But still they have no water in the Moobhan. Is this just so the rest of the country can think there is something been done? There is no water for livestock (but who cares about animals here anyway) so why bother when the water tankers should be running about bringing water all day.

look good more important than do good, bringing happiness, but not water, to the people

Never know the population to frightened to challenge authority, even more so now without an elected government. Pleased I am not Thai as I would be one of the ones to challenge and be locked away somewhere. I guess we are guests in this country and it is not up to us to challenge, if we have no water or electricity then at least we have the option to leave and go somewhere else.
