Have a flight arriving around 8pm to Utapao. Anyone know what time the cheap shuttles/Songthaew/bus stop running to Jomtien?

Also considering Rayong instead. Is there similar transport at 8pm to Rayong?

I am not aware of songtaew plying between Utapao Airport and Pattaya. But rest assured that the minivans will be waiting for you at the arrival lounge once you step out of the baggage collection area.

There are at least 2 companies running the minivan business waiting for your business. They will give you a name card so that you can arrange for them to pick you up at the hotel. As long as there are flights, there will be minivans. It doesn't matter what time. The cost is 250 baht from Utapao to Pattaya.

I believe 250 is a specially low price you get arriving on air Asia only if you have pre-booked the minivan when you paid for the air ticket. I think you would have to be prepared to pay more than 250

Those same minivans can bring to jomtien?
