Seree to continue with reprieve proposal despite criticism

BANGKOK, 13 May 2016 (NNT) – Political reform panel Chairman of the National Reform Steering Assembly (NRSA), Seree Suwanphanont insists on working towards national reconciliation despite opposition to his legislative proposal.


Mr. Seree on Thursday called a meeting with NRSA members to discuss reconciliation plans, including his proposal for an exemption from legal punishment for past political offenders. Deputy PM Wissanu Krea-ngam sent his representative to attend the meeting.

Mr. Seree earlier proposed that those who had been charged in politically-related cases could be released, if they admitted their guilt. They will then have to comply with rules that will prevent them from engaging in political conflict again. Those who refuse to admit to their offense will have to fight their cases in court.

The proposal was met with disapproval by Deputy PM Gen Prawit Wongsuwan who is concerned it could lead to a dispute rather than reconciliation. Mr. Seree said the legislation would be amended and submitted again. However, the proposal will be revoked if the National Council for Peace and Order still disagrees with it.

Here we go another PTP moment happening ,a poorly thought out piece of legislation when the instigator knows that the National council will toss it out , yesterday this was scraped by the DMP , now today it's back on the table, just goes to show the Junta hasn't any idea on how to communicate on issues that can bring people onto the street , well it did last time, where's Suthep.........................................coffee1.gif

Seree has been floating several variation/trial balloons re: his reconciliation/amnesty proposal.

Over the past few days he has inched towards:

candidates for amnesty must plead guilty (charges TBD) in a court of law

they must serve lifetime probation

they are banned from politics for their lifetime

they forfeit their right to vote in any/all elections for their lifetime

One assumes any yellows/dems/elites will be allowed to stretch out their cases until the statute of limitations expires, and all red shirts/TRT/PTP can choose this "amnesty" or risk going to prison.

What could go wrong?

The current amnesty/reconciliation activities are being worked by the Junta and its "five rivers", specifically the NRSA and the NLA.

Initially the plan was to provide cover for the elites/pad/pdrc/dems for their various/sundry activities trying to overthrow governments since ~ 2008. Now it appears to be more geared towards moving reds off the table. AFAIK, Thaksin would not be covered by this amnesty, as is currently being discussed.

There seems to be nobody of stature or great influence in Thailand carryIng the banner of reconciliation. Proposals are quashed. There is no concept of a process. Punishment is the core concept.

But its not who you think it is. Perhaps its not who you think it is either, perhaps it is an immensely powerful and rich person who has almost certainly indulged in criminal behaviour without fear of prosecution and who is afforded immunity under the law for any action past present or future and assumes the right to extraordinary protection from criticism. Someone who believes they are entitled to make decisions that affect the lives and futures of 60 million people without consultation of those people because they control the armed forces. (and I am not talking about Prayuth either)

This kind of drivel might have had some purchase a year or so ago.

Somebody should tell this fellow that invoking Thaksin as the fount of all evil doesn't really work now.

No amnesties.
