Help! Need to apply for Police Clearance Certificate from UK

I have recently returned from 5 months volunteering abroad in Thailand. I am now applying for teaching jobs for which I will need a DBS check and I am told as part of this I will need a Thai Police Clearance Certificate.

I have found this website online http://www.thaiembassyuk.org.uk/?q=node/562 which suggests that obtaining the certificate from the UK is possible, but truthfully I am not finding the information on it regarding what I need to send very clear and I am struggling with how to obtain some of the things on the list.

How do I obtain fingerprints - do I need to obtain them from a UK police station? Will I need to pay for this? Do I need to get them done on a special form?

How do I send a stamped addressed envelope - I can't obtain Thai stamps here in the UK. How big should the envelope be?

How do I certify my passport photocopy? Also, how long roughly will the whole thing take?

Thank you to anybody who has experience of applying for this from the UK who can help - I am really regretting not getting this done whilst I was in Thailand but I didn't realise it would be necessary!

Have you looked at this on the PCS center website: http://pcscenter.sb.police.go.th/filedownload/infomation-service-4.pdf

The only thing not clear is it asks for "(equivalent to seven international postage vouchers which can be purchased at your local post office)" to be on the self addressed envelope. Royal Post had something similar but have done away with them. See: http://www.royalmail.com/reply-sender

Sometimes current Thai postage stamps can be bought on Ebay, if you decide to go down that route.

Would a dispute with a Thai n solved by the tourist police prevent you from getting a police clearance certificate? Or is it all about convictions?
