This is not correct; tramadol is not a restricted drug. It is category "D" and can be sold without prescription. However, the pharmacy must have a first grade pharmacist on duty at all times and records must be kept of sales. Many pharmacies do not want to bother with the record keeping and many also do not meet the first requirement.
