Perhaps it would be better to change the law, if a police was filmed taking a bribed, he would be prosecuted automatically. The current law requires the witness to come forward to testify, most witnesses do not dare testify against police in Thailand, hence many of the corrupt police are left off the hook even though they are caught red handed.

Yay, more police state ideas

Enforcement of laws protect the law abiding citizens from those who fail to follow the law. Laws are made to allow people to live together in harmony. What do you want anarchy?

You sound like my neighbor. Fed up with listening to his yappy dogs when they are inside he shoves them outside and closes the door so he can't hear them but everyone else can. Selfish.

Do something about your neighbor or his dogs

To get the Thai police to actually police, you need to think about what motivates them. Among the reasons for joining the force would appear to be power. uniform, money, arrogance and self-importance, in no particular order. Altruism might be included, except it's pretty much going to be knocked out of a recruit quick smart.

Most of those factors are already catered to within the force, especially power and money. They get to strut around all day like very important prats, get free meals, steal money from everyone ... and so on. What they do not have much of (at least the low level plods) are boy's toys. Yep, boy's toys. Big, flash cars, sexy high speed bikes, guns twice the size of their p ... oops, and uniform bling.

Feed their precious egos with the promise of these, and they'll follow you anywhere. But the money must come from arrests for drink/driving, dangerous driving, unsafe vehicles etc - that is, the really serious and potentially lethal offences, not Somchai's failure to wear a helmet.
