I know a man who is over 80 years old and has very little money. He is in 30 day extension of tourist visa and wants to get 7 days more to get money for air flight out of country. Can he do this? Thank you.

He can apply for a 7 day extension, pay the 1900 baht fee and be given 7 days to leave the country.

At any immigration office within Thailand if he is on a Tourist visa. Obviously if he plans to fly out it would be best to be near the closest immigration office where he plans to depart Thailand.

That has been up for a long time now. You have to have a valid Thai visa for re-entry to the country to do a crossing there unless you have a visa for Myanmar.
