Gen Paiboon: ONCB chief must be well-rounded

BANGKOK: -- Justice Minister Paiboon Kumchaya on Wednesday clarified why he decided to remove Mr Narong Rattananukul, secretary-general of the Office of the Narcotics Control Board, by the use of Section 44 of the interim constitution.

Admitting that he was the person who hand-picked Mr Narong for the top job at ONCB, the minister said that he eventually found the ONCB chief unfit for the job “not because he did not follow orders or was not a good official but, probably, because he was not suitable under the present situation.”

In his perception, General Paiboon said that the ONCB secretary-general must be well-rounded and capable of coordinating with related agencies locally and internationally.

The ONCB’s job is to suppress illicit drugs and this can be done at domestic and international levels, said the justice minister, adding that the ONCB must be the key player in the suppression efforts and the ONCB secretary-general must be the key player too who can coordinate with related agencies at home and abroad.

However, he maintained the successor of Mr Narong would be someone inside the ONCB although there are not many choices. He explained that he wanted to see officials in the ONCB to have career path in the organization and to grow up.

Maybe Narong disagreed with Paiboon's new-found drug decriminalization views. If so, it is good news. I hope Thailand comes out of the dark ages soon, as current drug policies don't make logical sense.

It seems as if many of the the mini-governmental units have descended into mini-dictatorships that must rely on Article 44 rather than the rule of law and regulations to take administrative actions. Thai civil servants have truly become servants, just not to the Thai public. But that works efficiently in a fuedal society.
