I use Hangouts for free...but in this case didn't have my computer with me. BTW, AIS will work in Seoul, but I don't know what the rates are. My phone linked up with AIS Korea, and they sent me a message saying prepaid customers could call international...but my 18 THB credit wasn't enough to complete the call.

Yes, 009, cheap and reasonable quality. Forget that 00500 or skype to phone, it sucks.

I use Hangouts on my Android phone. All calls to the US are free.
