I've gotten my proof of income letter from the US Consulate in CM. I talked with someone who deals with Thai visa issues and they recommended I go to Georgetown, Malaysia for the one year Type "O" non-resident visa, stating the process is quick and relatively painless. Just take my $200 for the visa and proof of income. Does anyone have experience with that Consulate office? Wondering if I need the medical tests, police report stating I've been good, etc,. etc. I'm currently in HCMC, VN. 

The $200 fee would be for non-oa long stay visa you can only apply for in the states.

You can get a single entry non-o visa for a fee of 2000 baht.

Since you are already in HCMC you should be able to apply for the non-o visa at the Thai consulate there,  You should just need a copy of your income affidavit attached to a visa application form to apply. If they asked to see it you would show the original so you can it for the next step. The fee for it there will be $80.

Then after you get the  non-o visa you could apply for a one year extension of stay based upon retirement at a local immigration office here during the last 30 days of the 90 day entry the visa will allow using your income affidavit to prove your income of 65K baht.

Only a non-oa visa application requires the medical and police certificates.
