For what reason got the passport number published?

To teach foreigners that there is no assumption of even basic privacy in this country.

a more deterrent sentence is warranted so that others will thinking twice before engaging in such activities.

you are right. 500B will make a mockery of the system and encourage these activities even more. deportation and blacklisting is more likely.

Only times I've ever been pickpocketed successfully was once in Pattaya by a passing ladyboy, and once in Saigon, both times in 1990. The Vietnamese ones back in 90/91 were particularly rampant in Saigon, they were usually kids or small women.

Yup, I think the crime was pick-pocketing whilst ugly, female/foreign and old!

Vietnamese pick-pocketing gangs are notorious all around Asia.  They are known for showing up in force for major events, especially concerts by big name bands.  They are very systematic...no one person holds the stolen goods for more than a minute.

A couple of years ago there was a major concert in Bangkok and the Thai Police flew in some police from Viet Nam as consultants, trying to identify gang members in the crowds.  They were able to arrest a bunch of them.
