BANGKOK:-- Prime Minister Prayut Chan-ocha has instructed the National Anti-Corruption Board to ensure fairness to low-ranking officials under investigation for alleged corruption who merely followed orders of their corrupt boss and who did not benefit from the corrupt practices.

In his weekly “Returning Happiness to the People” speech, the prime minister said he was concerned with these “small fries” who were forced against their will to serve their corrupt boss and wanted the board to work out some sort of mechanism to ensure fairness to these officials.

To tighten up the fight against corruption in government bureaucracy, the prime minister disclosed that the National Anti-Corruption Board had agreed to give more powers to the anti-graft operating centres.

We need more prisons!.What about turning Phuket into an island prison? It's a Cesspool of Corruption now, so just remove the tourists and wallah and everyone is already confined. Lets use Section 44 to start in motion. Don't you think Phuket would be a perfect setting for Penal Colony?

Instructed, huh?

Like when my old Thai boss used to instruct the staff to work harder. Everyone smiled and noded, and it was back to procrastinating again. In her little head, she thought they were listening and had a deep respect for her.

What at this contry needs is a humble leader.

Fairness to the ' small fries ' and no need for the big ones to worry because they're already covered as evidenced with the biggest of the lot being given complete wrap around protection as soon as the junta took control and their wealth was placed off limits by the PM.

Not wishing to be pedantic, but the Thai PBS translation of what the P.M. said, has been mistakenly reported as "small fries", something for which McDonalds is famous

Actually, the correct term, as most native English speakers are aware, is "small fry ", a collective singular noun.

This explains it perfectly.

small fry

noun

young fish, animals, or children.

insignificant people or things.

"high-ranking officials escaped prosecution while numerous small fry were imprisoned"

I don't see why small fry should be spared, without them corruption for the most part wouldn't be possible. You can order the streets to be clean but you need the road sweepers to do the job. Long prison terms are needed for the big fish and little fry, yes i know......wont happen

maybe if they offer the small fries penalties only to a maximum of their extent of financial gains and no jail time for turning in their superiors that ordered them to do it we might see more being caught out, at this stage it is only the small fries, they need the higher ups dragged kicking and screaming to be charged along with seizure of all their assets, maybe even a kick back to the small fries if they are able to lock up the big fish and seize their assets
