For example, It's very easy to leave Thailand at the Border to Vientiane. Just walk trough. Good way for criminals on bail to leave the country.

Your first comment has nothing to do with security.

 

I agree that it is relatively easy, but as a criminal has 1,000's of km to leave the country it's irrelevant and pointless erecting fencing, gates or other security barriers. That might stop people that somehow forget to pass through immigration, but it wouldn't stop the criminals.

I know, that's why I was backing up what you said with a quote directly from the TAT website. I wasn't here in 1991, but I was by 1998 and remember Thailand becoming 'amazing'. Although I couldn't have told you when without looking it up.
