I can't overcome the full page add to read the Nation's take.

Some of these articles are difficult to decipher, having missing critical information, having conflicting information and more personal opinion versus analysis. Add to that the tendency of the leadership of the Prayut regime to contradict each other.  In some countries a civil case does not involve the government - the litigants are private parties such as individual vs individual or individual vs company. Thailand's judicial terms often seem capricious.

Update

Managed to get through and read the Nation article. Pretty clear from that that it certainly is a civil case which very likely means that it will end up in a court.

The Commerce Ministry has instigated it as a demand which the accused can refuse but it is unclear which party can initiate the court proceedings.

 

In most countries (including Thailand) civil cases can be filed by anyone (as I said in my original post).

USD 588 million, with interest and compound interest, court fees and EMS postage something like USD 100 million per person; not really that much if you consider how much money has been stolen from all those state coffers over the last decades - loose change you may say :sleep:

Maybe then Apiradee can file as plaintiff for illegal taking of assets to pay the fine based on the lack of any legal foundation to assess the fune. But if the court accepts the suit, it may require the fine amount be placed in escrow until a decision has been rendered.
