submitted my tm28 and new address at rayong immigration i was charged 300baht and no receipt is this normal

Anything to do with cash at immigration creates a receipt..

There is no official fee (300 baht) for submitting a TM.28.

No not normal,there is no fee for submitting a TM 28, TM 30, or a 90 day 

report form,just so you know next time.

Avoid complying with points 2 and 4.

Make an official complaint.

There is no responsibility or good reason to augment immigration personal income by paying unofficial fees.
