Cabinet extends retirement visas from one year to ten years?

I just received the following SMS news alert from that other newspaper....if this is true, it is big news. Can any of the experts here verify this?

 

Cabinet extends long-stay visa for foreigners aged 50 or more to 10 years from one but they have to report to immigration police every 90 days.
