I suggest that 100 police and soldiers march boldly through the main gates tomorrow morning by appointment (must be polite!), confirm that he is not there and then march boldly out again. It's a good photo opportunity and it might look as if they are actually doing something.  Claim the whole thing as another step forward in this difficult case and an outstanding success, because at least they now know that he is not there. Then hold some more committee meetings over the next few months to establish the next bold course of action.

 

If all else fails, try to follow the money trail, but be very careful where it might lead.
