BANGKOK, 5 December 2016 (NNT) - A deputy prime minister has suggested the setting up of a Pracharat fund to help promote development in rural areas.

Deputy Prime Minister Somkid Jatusripitak has recently chaired the first meeting of a working committee on the Pracharat policy for the society, which was attended by Social Development and Human Security Minister Pol. Gen. Adul Sangsingkeo, and representatives from public and private sectors as well as the civil society.

Mr. Somkid said that the government’s project to pursue its Pracharat policy to benefit the society has been implemented for one year and already led to more awareness in the country to the level that has been recognized by the international community.

He stated that all involved will continue to work on this project, with the private sector as the main lead and the public sector as the supporter, in order to push forward more initiatives for the benefits of the Thai society in all aspects, from its children to youth, women, the elderly and the people with disability.

In addition, he proposed the setting up of the Pracharat Fund for Society to raise fund needed for the implementation of various plans in the future, with the private sector and the civil society taking the lead and the Ministry of Finance procuring additional financial support.

Prayut: "If we give away money all the time, the problem is we will have to continue to give more and more and this will become a debt of gratitude. But this government does not want you to owe us a debt of gratitude. Thailand is a people's state and populism has no place here."

Instead, "the Pracha Rat (people's state) strategy aims to strengthen the country's economy at the grassroots level and empower local communities and local enterprises."

A shift from democracy to a communal society? How quaint.

In a way, I am glad that Somkid is the DPM and pushing policies to develop rural Thailand. I dread to think of the cabinet filled to the brim with professional soldiers that are out of touch with the rural sectors and will not have the competence to implement the right policies.

To his credit, he hasn't abandon nor wavered in his Thaksinomic principles which was his ideas to inject capital into rural development aimed to ameliorate the conditions of poverty and lifting the income and opportunities for a large portion of the population. I think he did well to convince the junta to carry on with the Village Fund, OTOP, UHC and now this Pracharat Fund. I really doubt that the junta government would have continue with these projects deemed by them as populism.

Somkid will tell you it's raining outside. open blinds and you get burnt. That sums up the Happiness to the People.

Have we got any poor witness to the above statements please. A mix unpaid please.

These sorts of funds seem to readily leave themselves open to be rorted by experts who are often the ones in charge of the administration of the fund.

Any development funds can be easily promoted and directed toward those who are "connected".

In the Land of Knee Jerk Ideas there is bound to numerous loopholes with no accountability or audit.

It's PFI time.

Feeding time.

Yet another "gift" to the people.

This time the seriously rich people.

50% of the population is rural...35 million citizens. Gov't better put aside a few hundred billion Baht to effectively "develop" rural Thailand. Provided they actually have a sound plan and can execute it. We'll have to wait and see.......may take a while.
