Is it possible to get a Re-Entry Permit at Chiang Khong Immigration?

If you mean the Loei immigration office located in Amphoe Chiang Kong the answer is yes.

If you mean the Chiang Khong border crossing in Chiang Rai province the answer is no. The only crossing to Laos that has a re-entry permit desk is Nong Khai as far as I know.
