They might do it if she was in Laos and you had a copy if her Lao visa and entry stamp. They will not issue a visa without proof the applicant is not in Thailand.

What if she isnt aible to travel ( for Visa ), per example after giving birth and the PP of the child isnt processed yet so she cant leave the child alone? Would these circumstances  allow her to apply for another extension of stay based on this?

If she was able to get a statement from a doctor saying she cannot travel she could get an extension for medical treatment or recovery.

They might even consider the baby's health and welfare when considering the application.

There is no rule preventing additional extensions for medical treatment. There is only a limit of 90 days per extension. 

How long would depend upon the doctors statement. But I would think it would not be less than 30 days.

It is not legal to apply for a visa for Thailand while still in the country.

Perhaps a quick border hop for a visa exempt entry if she qualifies for one. That would give 15 days or 30 days if from a G7 country and then a 30 day extension.

Somebody could travel with her to the border to take care of the baby while she does the crossing.
