Extension to retirement visa

1.  Are you asking about a multi entry non immigrant O-A long stay visa issued by a Thai Consulate?  Each entry provides a one year stay from day of entry and can be used for up to a year from issue date so almost two years possible.

2.  The normal retirement extension of stay from immigration is one year and can be extended for new one year periods by meeting requirements forever.  This allows no entries - you must obtain a re-entry permit for travel and return to receive the same permitted to stay date.  So it would not extend your stay to make a new exit/return.

If he has a multiple entry non-o visa issued by an embassy or consulate he can get another 90 day entry on or before the enter before date on his visa.

If he is actually on an extension of stay based on retirement issued by immigration he can get no additional days.
