The whole Immigration extranet is down and has been for more than two weeks, plenty of reports on ThaiVisa about this. No sign that it will be up again anytime soon.

You can report online between 15 days before and 7 days before your due date. The easiest way to remember is, that if e.g. your due date is a Tuesday, the earliest you can report is Tuesday two weeks before and the latest is Tuesday one week before.

Further to what @Sophon replied above, the speculation on this forum has been that Immigrations took all the external web sites (including individuals' 90-day reports, and TM.30 reports) voluntarily and proactively against potential attack from hackers.  No report of when -- or if -- the sites will be back online.
