I have done my best to find if the new october 1st visa regulations will affect the type "o" non-immigration but I can not find any information. has anyone had the experience of obtaining that type of visa post october 1st and could share their experience? I think it still exsists but is the application process now lengthy with possibillity for denial or things of that nature? thanks for your help.

The new rules effective October 1st have nothing to do with the issuance of visas by Thai consulates. This forum contains numerous recent reports from people who obtained a non-O visa from a Thai embassy, but no report of the visa being denied if the applicant met the requirements.
