ubonjoe
Work permits are issued by the Thai Labor ministry not at a embassy or consulate. The employer of a person must supply the supporting documents for the application for them to get one.

There is a work permit office in every province no need to go to Bangkok to apply for it. They are under the Department of Employment of the Labor Ministry. Most work permit offices will not accept an application for a work permit with a non-ed visa or an extension of stay for attending school. He will likely have to go out for a tourist visa before applying for the work permit. Then after the application has been done and a work permit application approval letter has been issued he would have to go to a embassy or consulate to apply for single entry non-b visa by showing it and supporting documents from his employer. After he has the non-b visa the work permit would then be issued.
