A friend has asked me to bring him some of this from the USA is it legal ?

It is a category 4 psychotropic and the rule is:

 

" Travellers may carry for personal use: Limited quantities are allowed for personal use (30 days of prescribed usage) A medical treatment letter/prescription from
the prescribing physician is required."
 
Since it would not be for your personal use, but rather someone else's, technically not legal.
 
Chances are what eh is wanting is more than 30 days supply, as well.
