The rules for certificates of entitlement signifying right of abode changed a few years ago.  They used to be available to anyone who had right of abode through citizenship or on other grounds and they were valid for life on payment of the initial fee and could be transferred from passport to passport free of charge.  The changes were:

 

1. They can no longer be issued to British citizens holding a valid British passport.

 

2. They are now only valid for the life of the passport they are stamped into.  When it expires or gets filled up, you have to pay the full price for a new one.
