Two men were arrested yesterday for allegedly kidnapping a Chinese man and murdering him because his family could not come up with a ransom. Police said Mong Chamroeun, 21, and Gao Keyan, 40, a casino gambler from China, would face life sentences if convicted of premeditated murder.

Both men were being held at Por Senchey district police station in Phnom Penh. Mr. Gao had met the victim, Luong Feng, 35, while both worked at a casino in Preah Sihanouk province and on April 9 invited him to dine with him and his co-accused, his Khmer brother-in-law.

Meng Tuch, a police officer at Por Senchey, said that after dinner they all went to stay at a guesthouse in Chom Chao district.   “But as soon as the victim entered his room at the guesthouse, the two suspects grabbed him, tied him up with wire and demanded money from his family,” said Mr. Tuch.
