Prime Miniser Prayut Chan-ocha has rejected the proposal of a joint panel of the National Legislative Assembly and the National Reform Steering Assembly that the police force should be placed under the jurisdiction of the Ministry of Justice instead of directly answerable to the prime minister.

 

He said that the key issue was not about the police force should be under the jurisdiction of the Justice Ministry or under him or under any ministry but about the police could look after its men well enough, to deliver justice to the people and whether the inquiry undertaken should be separated from the police force.

 

He said further that he would like the joint panel to consider whether it would be possible that the police force should be decentralized to come under the jurisdiction of each provincial administration or under the provincial civil service commission.

 

“It is necessary that there must be principle. It (police force) cannot be shifted around from this to that. We must make clear about the chain of command. For increased competency, it must be decentralized,” said the prime minister.

Many might think this headline would be more appropriate.

 

"PM rejects placing police force under Justice Ministry    investigation."

Get it in your heads i am the boss, and thats the way it will stay.......Got it.

why would any pm give this away ?

I think the police were somewhat de-centralized until ~ 1998 when they were re-organized into the Interior Ministry during the Leekpai administration. I think the Interior Ministry is the most powerful?

 

Can't think of a single thing these days which is not centralized in Bangkok and administered in an 18th century fashion. Probably "safer" that way? No need giving the peasants too much control.

 

 

Not wanting to ruffle the Elite feathers of RTP. PM is a hypocritical coward accordingly.

The UK does quite well with decentralized constabulary, as do some other advanced economies of size comparable to Thailand. The USA is totally decentralized with the bulk of policing under total local municipal or county control.

As a fervent monarchist, does Prayut know that the R in RTP stands for ROYAL?  Why will he not take action against the hundreds a day who disrespect the king by their banditry?  Why is it only students who get it in the neck for alleged Lese-Majeste?

Doesn't really matter who controls the RTP. It only matters that they should be honest, free of taint and be solely committed to the principles of law and justice.

 

And therein lies the rub ....

One minute, "...whether it would be possible...", the next, "...it must be".  I can't see the point in making a statement if the outcome is already cut and dried.

 

"Each provincial admiministration....." - It'll be like the immigration offices where different rules apply at different offices in the same province, only in this case, different rules will apply in each province.

Smoke and Mirrors. People this is a Police State supported by the Army. Almost each and every Government  Ministry Dept Commander is a policeman including the Ministry of Justice, Immigration, AMLO the Anti Money Laundering Office, the DSI, NACC and PACC. They even control the football association, certain charitable organisations and as all must have noticed most of the foreign embassies. This is why Justice is a myth here.
