SONGKHLA — In the aftermath of a truck robbery in which one hostage and one suspect were killed, an official on Friday floated the idea of reintroducing martial law in the southern provinces.

Thavorn Senniam, former deputy interior minister and former member of Songkhla’s House of Representatives, said that the government should consider declaring martial law in Songkhla’s Jana, Thapha, Na Tawee and Saa Yoi districts.

The four areas had been under martial law since January 2004, which was later lifted in 2010 to be replaced by the National Security Act, which Thavorn dismissed as weak and blamed for the upsurge of violence.

Even after all these years of reading Thailand based newspapers about the problems in Southern Thailand, I am still confused. My Thai wife has always been told and believes that the problems in the south actually stems from years of sending all the inactive police posts from Thailand down there. Could be, I have no idea.

OP look for the Siam Anglo agreement which gave muslim areas to Siam in return for certain Siam areas. You will always read about the areas which Siam got but never about the areas they had to give away and which immediately became muslim. Siam wss forced into this by the Brits and did Siam to keep the peace. The mismanagement of these areas can however not be blamed on the Brits. The deep south people speak their own lingo and have their own culture but was forced to speak central Thai and are still considered second rate citizens. The people also suffered severe suppression and mass murder. But as always nothing happens to the soldiers that kill innocent people or abuse their power. The recent wave of activity can however be attributed to the 2013/14 whistleblow session in Bkk. During the planned coup most intellegence officers was withdraw from the south to Bkk. Many security experts warned that this will give time for the terrorists to regroup and strenghten their position. This was proven correct with attacks in Samui, Huahin /areas outside their normal theater of operations. The deep south is asking for more autonomy and the Bkk elites wont give it. The war is at present far away from these elites, untill it gets close to them and or cost them financially they wont change their views. Another angle on the deep south is the illegal activities in these areas, these include drugs, oil and human smuggling. Look at who is making the money from these activities and you will know why 9000 terrorists can not be defeated by an army of 400 000.

The problem is the Kingdom of Thailand forced integration of a Muslim culture into a Buddhist society.

Time for martial law?

Martial law was imposed by the Junta NCPO in May 2014 throughout Thailand. While it was lifted in 2015, it remained in place in the southern border provinces of Pattani, Yala, Narathiwat, and the four districts in Songkhla. http://thediplomat.com/2015/04/thailands-new-law-could-be-worse-than-martial-law/

human smuggling

As we've seen mid-level and high-level army officers from the Internal Security Operations Command (ISOC) responsible for fighting southern insurgents have been engaged in human trafficking. That damages the credibility of the military to resolve the insurgency conflict. The army further hires paramilitary security as its surrogates in the south that practically operate without accountability for their abuses.
