CityNews – Special Operation Unit, Department of National Parks, Wildlife and Plant Conservation along with Superintendent of the Doi Suthep-Pui National Park and team went to investigate forest encroachment in T. Mae Ram, A. Mae Rim. The officers believe powerful people are involved in the case.

The team has furthered their investigation after encroachment was found by satellite and visited the area on August 28th. They found that a fence was built with a sign marking that the 7 rai 1 ngarn area belongs to a Suwan Thawornwong.

Head of Special Operation Unit told reporters that this overlapping area claimed by Suwan has been through the appeal process with prosecution three times and all were denied.

Powerful people....Influential people....why doesn't Thailand have the balls to can these people?

The Thai Elite will not allow laws to be put in place that might lead to them being "canned".

For example, *no-one* currently in a position of (political) power in Thailand is talking about changing the defamation laws.

This "Suwan" doesn't sound all that powerful then. Am I missing something? Probably.

Just a common case of one powerful man paying off other powerful men to get what he wants. Nothing will happen unless he has been stupid enough to have "forgotten" to pay off those other powerful men more important than himself.

I assume "Thailand" in your sentence means Thai state institutions. Because the powerful people very often hold positions within the very institutions that are supposed to enforce the laws. e.g. Police Generals, top military. If not, they are members of patronage networks that link straight in to the top of the state institutions.

It is not really about Thailand lacking the balls, but more that the state institutions are endemically weak and corrupted, the power within them shifting from the law and the institution to the current office-holder. In addition, a pervasive lack of discipline including moral discipline is found throughout South East Asian societies which mean a strengthening of state institutions is unlikely.

Everyone is corrupt in this country . The higher you go the more corrupt they are . Every government department. They are taught it from a very young age . It's just how things are in this country . All this nonsense for the P M and his merry men talking about clamping down in corrupting is a joke . They are just trying to cut a few middle men out . Anything harder than filling out a simple bit of paper will involve a small token of appreciation (BRIBE) it's just the way it is . It will never stop . It's half there wages . Until you get to the really important people . Then they have to hide it O S .

Encroachment in Tambon Mae Raem?!?  Tell me it is not true.  But I daresay the person behind this particular encroachment is not as powerful as the people behind the encroachment at Mon Jaem, although perhaps they are on par with every other resort atop the mountain with "Mon" in the name.  Meanwhile the head of the sub-district, recently upgraded to a municipality (thetsabaan) is probably preoccupied with more, uh, domestic issues.
