So if life expectancy is 70 for a man and 72 for a woman, retirement ages might be 65 for a man and 67 for a woman....so on average each person draws the pension for 5 years. The government then has to decide what average length of pension they can afford and adjust retirement age accordingly. Also they need to survey average lifespan periodically and adjust the pension.
