It is more about a work permit I suspect. And behind it all, Thais don't want to give up their jobs to foreigners. They are protecting their people and helping them to have employment. (Rather cushy employment at that). Is that a failing for the government of the country? I guess they realize their own people are behind linguistically at least. I think it is commendable.
In tis case it is the Thais who are complaining about foreigners taking on their reserved occupations. The law is on their side, but you raise a point.
Nonsense, the results of inaction and no thoughts of safety are evident all over the country, from motorcycles in holes, to riders strangled by low wires, tumbling cranes and being electrocuted in a puddle! Nation is always crying after the event.
There is a huge number of Thai families bring their kids here at the weekends and holidays....and for the longer term stayers, well I just doubt they see a need to be on Soi 6, Buakhao or Walking St. It's like avoiding London because of Soho, or Amsterdam because of De Wallen
Typically, the guy was left there until something critical happened, ie reactive rather than proactive. Moving a few of the witches hats around him might have been a solution!
