Those working in the Pattaya nightlife scene? I suspect not..... yes many bars and shops and a few noodle sellers have the scan and pay, but being out without any cash makes no sense.
Having police out at night on patrol in hot spots would be a good start. I passed a noodle shop in my slightly remote village yesterday morning and 2 police cars were there badly parked, and many uniformed officers, presumably 'on duty' were sat feeding their faces.
Well this guy was likely visa exempt but what you suggest would have some benefit. A one strike and you are out approach would have prevented the repeat occurrences. In the cells to sober up, and start the deportation proceedings!
You see cash money handled so calmly and casually here, stuffed into a baggy apron front pocket, a partly opened drawer, or yes, as here, a plastic basket sitting on the stall. A far cry from Arkwright's bad tempered till in 'Open All Hours'!
It is certainly not a new idea.. been gong on for years. They facilitate and negotiate a financial settlement, (else you get charged and locked up), they take half or thereabouts, and mostly everyone is happy. Often, what would have been a serious crime at home gets swept under the table.
There are circumstances where hopefully, as adults and not animals in heat, things could work out. If there are children the father wants to have a relationship with would be one.
