I thought I just saw a news report on how the North Naklua area represented old style Thailand and was to be preserved as a tourist hub! Yes motorcycles with sidecars (that are little kitchens) are a nuisance out on the roads, but so are cement mixers and huge coaches doing U-Turns and parking wherever they please.... don't see any effort to restrict them.
Guy has to plug the meter reading into the hand held device, and then yes it is fully automatic. Only mistake can be a faulty meter or entering the reading incorrectly.
Not much really, supposed to call in the real police for anything important. Certainly no power to detain, unarmed and generally there because the local police are lazy and lack language skills.
