From what I can gather the OP isn't using an agent for the Full Monty he's using them to collect, review and submit the necessary documents. If he was paying them for the full service then the pdf docs he mentions would be totally unnecessary as all you need is two photos, bank book, passport and money for the agent's fee. The thread got derailed by the odious anti-agent brigade, as per usual.

Mobile phones have 3 separate services: Voice, SMS (text), and Data (internet). In theory it is possible to enable/disable international roaming for each separate service but in practice it's up to the telco. My personal experience from Australian telcos is that it's all 3 or nothing at all. There's why you have to make sure to turn off Mobile data when you are connected to a foreign network. I haven't roamed with a Thai SIM card yet however if I was planning to and wanted just SMS recieve-only roaming then it's something I'd check with the telco(s) before I left.

My take is that it's an Immigration issue. The app vendor can choose which countries their app is available in. It would seem that they only want Thai-based users to be able to download the app. Or maybe Google charges extra for apps to be listed worldwide. At any rate it gave me something to do the other day and I guess I'm now an Android Section38 app specialist. No worries. I only know this because I helped another BM the other day with the same issue. I gave him the link and it also didn't work. In the end he went the apkpure route. I also changed my Google account to one that is based in Australia and when I clicked on the link in my phone all I got was a blank screen. This was somewhat surprising since you normally get directed to the Play Store and the app shows up but with the "not available in your company". It seems that Immigration are doing their level best to hide this app from the public. Perhaps they want to stop maintaing it and divert the budget to more pressing tasks (buffet lunches?)

The only other option is to get the APK file from a third-party host like apkpure. I downloaded the Section38 from apkpure the other day and installed it on my 2nd phone, then ran scans with McAfee and Sophos Intercept X. No malware detected.

USD is used extensively in Cambodia. You withdraw USD from ATMs and pay your way with USD. Usually you get your change in riel. Phnom Penh is not Saigon...
